Tampa Bay Training helps participants understand how NIMS and the National Response Framework organize emergency-management roles and coordination across government, nongovernmental organizations and the private sector.
The program combines FEMA Independent Study review with Florida examples, local-government application, account support and facilitated onsite testing.

IS-700.b provides an overview of NIMS concepts, principles and components. Topics include resource management, management characteristics, ICS, Emergency Operations Centers, Multiagency Coordination Groups, the Joint Information System and communications.
IS-800.d explains the National Response Framework, response roles and responsibilities, core capabilities, coordinating structures, operational planning and community lifelines.
The package addresses IS-700.b before IS-800.d because FEMA recommends IS-700 before IS-800.

Participants examine:
Participants submit the IS-700.b and IS-800.d examinations personally through FEMA's online system. FEMA scores the examinations and issues the applicable FEMA certificates.
TBT does not score the examinations, issue the FEMA certificates or guarantee a passing result.
Participants also receive a TBT certificate for the eight-hour instructor-led package. The TBT certificate does not expire.
FEMA controls the continuing availability of its materials, examination systems, student portal and certificates. If a FEMA system is unavailable, TBT will coordinate the examination-completion process with the client.
Participants should establish or confirm their FEMA SID and Login.gov accounts before class. Their personal information and verified email information must match across the systems.
Each participant controls their own credentials, multifactor-authentication method and examination submission. TBT provides guidance but does not collect or retain account credentials.
The client should provide a computer lab or allow participant devices when possible. TBT can provide up to five backup computers. Testing rotations may extend the schedule when a larger group relies on those computers.

Private classes have a seven-participant billing minimum and a maximum of 20. Public onsite opportunities may be scheduled for individuals and smaller groups.
FEMA provides Independent Study completion certificates after participants pass its IS-700.b and IS-800.d exams. TBT provides instructor-led review, preparation, Florida application and testing assistance. TBT is not FEMA and does not issue the FEMA certificates.
The TBT program is for participants and organizations that value instructor explanation, structured review, Florida examples, local operational context, account assistance and facilitated onsite testing.
FEMA controls its systems. TBT will coordinate with the client regarding later exam completion if a FEMA outage prevents testing during the scheduled class.
FEMA Independent Study certificates do not display a standard expiration date. An employer, jurisdiction, grant program or policy may establish a retraining or recent-completion requirement.
