Onsite Training for Boom Lifts, Bucket Trucks, Scissor Lifts and MEWPs

Prepare employees to recognize aerial-lift hazards, inspect their equipment and demonstrate safe operation in the client's working environment. Tampa Bay Training combines formal instruction, a written examination, hands-on practice and an operating evaluation.

Equipment Covered

The course can be scoped for:

• Articulating boom lifts
• Telescopic boom lifts
• Vehicle-mounted bucket trucks
• Scissor lifts
• Other mobile elevating work platforms approved during scheduling

Scissor lifts and boom-type aerial lifts are addressed according to the requirements and safe practices applicable to each equipment category. Participants are trained and evaluated only on equipment included in the scheduled class. Their documentation identifies the applicable equipment types.

Who Should Attend?

This course is appropriate for:

• New aerial-lift and scissor-lift operators
• Experienced operators completing refresher training or reevaluation
• Public works, utility and infrastructure employees
• Construction, maintenance and facilities personnel
• Employees assigned to a different lift type
• Supervisors responsible for lift safety and authorization

TBT's operator program is intended for participants who are at least 18 years old. The employer remains responsible for job assignments and applicable employment restrictions.

What Participants Will Learn

Content is selected for the equipment and worksite and may include:

• Equipment capabilities, limitations and operating controls
• Pre-start and workplace inspections
• Manufacturer warnings and requirements
• Load capacity and platform loading
• Stability, positioning, outriggers and surface conditions
• Electrical, fall, struck-by, crushing and falling-object hazards
• Overhead obstructions and power-line considerations
• Travel, elevation and emergency-lowering procedures
• Personal protective equipment and fall-protection considerations
• Reporting defects and removing unsafe equipment from service
• Rescue, incident reporting and employer procedures

Training and Evaluation Process

Successful completion includes:

• Full attendance and participation
• Formal instructor-led instruction
• Practical demonstrations
• Supervised hands-on practice
• A passing score on the 50-question multiple-choice examination
• A satisfactory operating evaluation on each applicable equipment type

The Certify Us certificate and wallet card document the training and evaluation completed during the class. The employer remains responsible for authorization and site-specific requirements.

Retraining and Reevaluation

OSHA does not specify a fixed expiration period for aerial-lift operator training. Tampa Bay Training recommends documented refresher training and reevaluation at least every three years.

Training or reevaluation should occur sooner when:

• An accident or near miss occurs
• An operator is observed using the lift improperly or unsafely
• An evaluation identifies a performance or knowledge deficiency
• A different type of aerial lift, scissor lift or MEWP is introduced
• New workplace hazards are identified
• The worksite, task or operating conditions change significantly

The three-year interval is TBT's recommended best practice. It should not be described as an OSHA-mandated certificate expiration date.

Client Equipment and Facility Requirements

The host must provide:

• Safe, operational equipment for each type included in the class
• Manufacturer operating manuals
• Requested inspection and maintenance information
• A controlled practice and evaluation area
• Appropriate personal protective equipment
• A classroom with tables and chairs
• A display or projector when available
• A site representative familiar with the equipment and work

The instructor may postpone or limit practical operation when equipment, weather, surface conditions, fall protection or the evaluation area is unsuitable.

Employer Responsibilities

The employer remains responsible for:

• Selecting and authorizing operators
• Providing equipment- and site-specific information
• Addressing fall protection and other applicable safety requirements
• Providing familiarization when employees encounter unfamiliar equipment
• Maintaining training, evaluation and authorization records
• Providing retraining when performance or conditions indicate a need

The course certificate and wallet card are not government-issued licenses.

Frequently Asked Questions

Does the aerial-lift certificate expire every three years?

OSHA does not set a fixed expiration date. TBT recommends refresher training and reevaluation at least every three years, with earlier action when incidents, unsafe operation, different equipment or changed conditions indicate a need.

Are scissor lifts included?

Yes, when they are included in the class scope and suitable equipment is available. Scissor lifts are addressed separately from boom-type aerial lifts because the applicable requirements are not identical.

Does the client need to provide the lift?

Yes. Full operator training and evaluation are completed on the equipment provided at the client site.

Can one wallet card list several equipment types?

Yes, when the participant completes the required training and evaluation on each listed type.
