Participants learn FDOT flagging responsibilities, proper signaling procedures, work-zone safety practices, and the practical skills needed to communicate with motorists and other road users. Successful completion requires both a written knowledge assessment and a hands-on skills assessment.
Tampa Bay Training is FDOT Temporary Traffic Control Provider #213. Flagger training is available through private onsite classes and scheduled onsite open-enrollment classes.

Course emphasis and source materials follow the current FDOT requirements and approved curriculum.
There is no previous FDOT TTC certification or work-experience prerequisite for the Flagger course.
The Flagger course is appropriate for personnel whose TTC responsibility is flagging traffic. Personnel with broader responsibilities may need Intermediate or Advanced training.
FDOT permits a current higher-level TTC certification to satisfy certain lower-level certification requirements. Employers, contract documents, and the agency or owner having jurisdiction may impose additional role-specific requirements.

Participants must attend the entire course and complete all required activities. Late arrival, early departure, or failure to participate may prevent the participant from completing the assessments or earning certification.
Participants complete a nine-question knowledge assessment covering applicable flagger responsibilities and procedures.
Participants must successfully complete a six-part skills assessment using:
- A STOP/SLOW paddle
- A red emergency flag
The participant must demonstrate the required signaling and flagging procedures. Attendance alone is not sufficient for successful completion.
Participants must follow all instructor and assessment-security instructions. Assessment questions or materials may not be copied, photographed, recorded, retained, or shared.

Flagging practice may be conducted indoors, outdoors, or in another controlled training area depending on the location. Follow the class instructions concerning clothing, closed-toe footwear, weather protection, personal protective equipment, and site access.

The host must provide the agreed classroom or training area, site access, and facility support. Cindy will confirm location requirements and responsibilities in the written quote or scheduling correspondence.

Continuing education units (CEUs) or professional development hours (PDHs) may be available for eligible FDOT TTC classes. They are not automatically issued with the TTC certification.
Contact Cindy for the applicable information sheet. Eligible participants may request a CEU or PDH certificate after completing the class. Professional engineers must provide their PE license number.
Participants are responsible for submitting and retaining their certificates for credit and audit purposes. Acceptance is not guaranteed by Tampa Bay Training. Confirm requirements with the applicable employer, licensing board, regulator, or other authority.
