Meet the Tampa Bay Training Leadership Team

Effective workforce training requires more than knowledgeable instructors. It also depends on responsive client service, careful coordination, accurate records, and a clear understanding of each organization’s needs.

At Tampa Bay Training, Peter Cavalli, MPA, and Cindy Torres provide the leadership and operational support behind our training, coaching, and consulting services. Their complementary roles help Florida organizations plan and deliver practical workforce development programs for employees in local government, public works, utilities, engineering, construction, and infrastructure-related fields.

Peter Cavalli, MPA — Founder, CEO, Lead Instructor and Consultant

Peter “Pete” Cavalli, MPA, is the founder and Chief Executive Officer of Tampa Bay Training. He brings more than two decades of experience in local government, technical education, workforce development, management, and public service.

Before leading Tampa Bay Training, Pete held positions that included Town Manager for the Town of Kenneth City, Community Services and Information Technology Director for the City of Belleair Beach, and Special Projects Coordinator for the City of St. Pete Beach. He also spent more than 10 years working in technical education as an instructor, coordinator, and department director.

Pete holds a Master of Public Administration, a Bachelor of Arts in Political Science, and a Bachelor of Science in Environmental Science and Policy. His additional graduate study has included instructional technology, multimedia applications, web design, and nonprofit management.

His professional involvement has included public works, city management, and water-professional associations. These connections help Tampa Bay Training remain attentive to changing workforce needs, professional practices, and the operational realities facing Florida agencies.

At Tampa Bay Training, Pete’s responsibilities include:

  • Setting the organization’s strategic and instructional direction
  • Teaching selected instructor-led courses
  • Supporting course quality and applicable provider requirements
  • Developing training solutions for public- and private-sector clients
  • Providing coaching and consulting services
  • Working with agencies to identify workforce development priorities

Pete’s approach emphasizes practical application, respectful adult learning, and instruction that connects course content to workplace responsibilities.

Cindy Torres — Customer Service Manager

Cindy Torres serves as Tampa Bay Training’s Customer Service Manager. Her work connects clients, learners, instructors, schedules, and administrative requirements throughout the training process.

Cindy brings experience in customer service, administrative management, and client relations. She assists municipalities, utilities, construction and engineering organizations, businesses, and individual participants with questions about available courses and training options.

Her responsibilities include:

  • Responding to client and participant inquiries
  • Coordinating training dates, instructors, and delivery logistics
  • Assisting with registration and participant communication
  • Supporting proposals, invoices, and client documentation
  • Coordinating technology and access information for live-online classes
  • Assisting instructors before and after training
  • Supporting certificate processing and training records
  • Helping clients understand the next step in scheduling or registering for training

Cindy’s role is especially important when an organization needs to coordinate training for multiple employees, arrange an onsite class, confirm course logistics, or obtain administrative documentation.

How Our Leadership Team Supports Clients

Peter and Cindy serve different but complementary functions.

Cindy helps clients identify their administrative and scheduling needs, while Peter or the appropriate instructor evaluates the instructional requirements of the requested program. Together, the team coordinates the details necessary to move from an initial inquiry to a completed training engagement.

Depending on the service, this process may include:

  1. Discussing the organization’s workforce or training need
  2. Confirming the appropriate course, audience, and delivery format
  3. Reviewing participant numbers, scheduling, location, and technology needs
  4. Preparing registration information or a private-training proposal
  5. Coordinating instruction, testing, and practical activities when applicable
  6. Processing applicable completion documents and training records
  7. Gathering feedback for future improvement

This coordinated approach helps clients understand what to expect and who to contact at each stage.

Private Training

Private onsite and live-online training is available for organizations that need a dedicated class for their employees. Delivery options depend on the course, required activities, instructor availability, and applicable program rules.

Open-Enrollment Training

Individuals and smaller groups can review upcoming open-enrollment classes and register for available dates through the Tampa Bay Training Eventbrite portal.

Coaching and Consulting

Tampa Bay Training also provides coaching and consulting for organizations and professionals seeking support with leadership, workforce development, training strategy, operational improvement, or related organizational needs.

A Practical Approach to Professional Learning

Tampa Bay Training uses methods appropriate to each course and its learning objectives. Depending on the program, instruction may include facilitated discussion, workplace examples, scenarios, demonstrations, hands-on practice, knowledge checks, written examinations, or practical evaluations.

Required course content, instructional hours, examinations, and performance activities are preserved when established by a regulatory agency, credentialing organization, or authorized program.
