Guided Self-Paced Development for Public Service and Infrastructure Professionals

Moving from employee to supervisor, manager and organizational leader requires more than a promotion. Each level brings new responsibilities involving people, resources, communication, judgment, planning, accountability and public service.

The Tampa Bay Training Supervision, Management and Leadership Academy provides a structured online development path for new and mid-career professionals. The Academy combines guided self-paced modules, instructor videos, practical assignments, field exploration and individual executive coaching.

The curriculum is built around the realities of local government, public works and utilities, with useful application to engineering, construction, infrastructure and other organizations.

Tampa Bay Training is developing the Academy curriculum, online modules, assignments, coaching process and learner-support systems. This page describes the planned program.

The Supervision, Management and Leadership Academy is planned for availability in 2027. A specific launch date has not yet been announced.

Each level includes 12 months of online access from that level's enrollment date.

There is no multi-level discount. The complete three-level Academy is $2,250 and represents approximately 180 hours of learning activities plus 12 hours of individual executive coaching.

Actual completion time varies based on the learner's experience, reading pace, assignments and chosen areas of exploration.


Follow the Development Sequence That Fits Your Goal

You may complete one, two or all three levels.

  • If you select one level, complete that level.
  • If you select Supervision and Management, begin with Supervision.
  • If you select Management and Leadership, begin with Management.
  • If you select all three levels, progress from Supervision to Management to Leadership.

The full Academy certificate requires successful completion of all three levels.

Starting with the lowest selected level creates a stronger foundation and reduces unnecessary gaps as responsibilities become more complex.


Level 1: Supervision

Build the Foundation for Directing People and Daily Work

The Supervision level is designed for employees preparing for their first supervisory assignment, new supervisors, crew leaders, team leads and experienced supervisors seeking a structured foundation.

Topics may include:

  • Moving from individual contributor to supervisor
  • Roles, authority, responsibility and accountability
  • Communication and active listening
  • Setting expectations and delegating work
  • Motivation, trust and team coordination
  • Feedback and basic performance documentation
  • Conflict awareness and difficult conversations
  • Professional ethics and respectful conduct
  • Safety leadership and operational risk
  • Work planning, scheduling and resource awareness
  • Public service, customers and stakeholders
  • Career planning and continued development

The level concludes with a practical project or action plan focused on supervisory application.


Level 2: Management

Coordinate Systems, Resources, Programs and Organizational Performance

The Management level is designed for supervisors moving into broader responsibility, current managers and experienced professionals who need a stronger understanding of organizational systems.

Topics may include:

  • The transition from supervision to management
  • Organizational structure, governance and administrative systems
  • Workforce planning and employee development
  • Performance management and evaluation
  • Budgeting and financial stewardship
  • Procurement and contract-administration awareness
  • Project and program management
  • Policies, procedures and standard operating practices
  • Asset, resource and service-level considerations
  • Data, measures and performance reporting
  • Change management and implementation
  • Risk, safety, emergency management and continuity
  • Stakeholder, interdepartmental and intergovernmental coordination

The level concludes with a management project or action plan connected to organizational performance.


Level 3: Leadership

Connect People and Operations to Purpose, Strategy and Long-Term Results

The Leadership level is designed for experienced managers, department and division leaders, emerging executives and professionals preparing for broader organizational influence.

Topics may include:

  • Leadership philosophy, credibility and ethical judgment
  • Public value, mission and organizational stewardship
  • Emotional intelligence and self-awareness
  • Influence, communication and decision-making
  • Strategic thinking and priority setting
  • Organizational culture and accountability
  • Leading change and innovation
  • Collaboration across departments and organizations
  • Community, customer and stakeholder relationships
  • Crisis leadership and organizational resilience
  • Coaching, mentoring and developing others

The level concludes with a leadership project or action plan focused on sustained organizational impact.


What Guided Self-Paced Learning Means

The Academy follows a structured, mostly linear path. Learners progress through required content while making selected choices about examples, field exploration, assignments and coaching topics.

  • Videos from Tampa Bay Training instructors
  • Learner-support and customer-service guidance
  • Required readings and downloadable resources
  • Classroom-style exercises adapted for online participation
  • Homework and practical assignments
  • Workplace cases and reflection activities
  • Module knowledge checks
  • Recommended field exploration
  • Final project or action plan
  • Final assessment
  • Individual executive coaching

This is not an unstructured video library. Progress depends on completing the required learning and applying it through assignments and reflection.


Four Hours of Individual Executive Coaching Per Level

Each level includes four hours of scheduled individual executive coaching.

Coaching gives the learner an opportunity to:

  • Ask questions about course concepts
  • Discuss workplace application
  • Examine a supervisory, management or leadership challenge
  • Explore selected areas of specialization
  • Review development priorities
  • Strengthen the final project or action plan
  • Create a more tailored development trajectory

The core curriculum remains structured and consistent. Coaching adds individualized discussion and application rather than replacing the curriculum with a fully custom program.

Coaching appointments must be scheduled and used during the applicable 12-month level-access period. Scheduling, cancellation and rescheduling policies are provided during enrollment.


Completion Requirements

To earn a level certificate, the learner must:

  • Complete all required modules and videos
  • Complete required readings and resources
  • Submit homework and practical assignments
  • Complete field-exploration reflections when assigned
  • Earn at least 70% on module knowledge checks
  • Complete a final level project or action plan
  • Complete a final assessment
  • Satisfy academic-integrity requirements

Registration and payment alone do not guarantee a certificate. The learner is responsible for remaining active, monitoring progress, completing requirements and requesting assistance when needed.


Certificates

Successful completion of a level earns a Tampa Bay Training certificate of completion for:

  • Supervision,
  • Management, or
  • Leadership.

Learners who successfully complete all three levels receive an additional Tampa Bay Training Supervision, Management and Leadership Academy certificate.

The certificates do not expire.

The Academy does not award college credit, an academic degree, a professional license or a regulated certification. Completion does not guarantee employment, promotion, a salary increase or qualification for a particular position.


Field Exploration and Workplace Application

The Academy may recommend visits, observations or areas to explore in real work environments. Field exploration is intended to help learners connect online content to actual organizations and operations.

Learners are responsible for:

  • Obtaining employer or property-owner permission
  • Following all site access, safety, security and confidentiality rules
  • Arranging and paying for travel
  • Avoiding interference with work
  • Protecting confidential, personal and security-sensitive information

Tampa Bay Training does not guarantee access to a facility or worksite and does not supervise independent field visits. Alternative case-study or reflection options may be used when access, safety, disability, cost or location makes field activity impractical.

No single program can include every policy, technical requirement or professional competency needed for every job. Learners and employers should combine the Academy with applicable technical, safety, regulatory and organization-specific training.

Frequently Asked Questions

Is the Academy completely self-paced?

The online modules are completed on the learner's schedule within the 12-month access period. Each level also includes four hours of scheduled individual executive coaching, so the most accurate description is guided self-paced online education.

Must I begin with Supervision?

Begin with the lowest level you plan to complete. A learner taking only Management may begin with Management. A learner completing Management and Leadership begins with Management. A learner pursuing all three begins with Supervision.

How long does each level take?

Each level is designed to include approximately 60 hours of learning activities. Actual time varies by experience, reading pace, assignments and selected exploration.

How long do I have access?

Each level registration includes 12 months of access from that level's enrollment date. Learners are responsible for staying active and completing the requirements during that period.

Is coaching included?

Yes. Each level includes four hours of scheduled individual executive coaching to support questions, application, specialization and development planning.

What happens after I complete one level?

You receive the applicable Tampa Bay Training level certificate. You may stop after that level or enroll in the next level.

What certificate do I receive after all three levels?

You receive the individual Supervision, Management and Leadership level certificates plus a separate Tampa Bay Training Academy certificate recognizing completion of the full sequence.

Is this a college program or professional license?

No. The Academy does not provide college credit, an academic degree, a professional license or a regulated certification.
