What is Augmented Alternatives Analysis?
To provide sustainable, cost-effective services, water utilities are regularly faced with the need to make large capital investments to increase levels of treatment, replace aging infrastructure, build major facility upgrades, or transform traditional treatment plants into more cost-effective “water resource recovery facilities” — all while keeping rates affordable for their customers. These challenges translate into necessary, often costly capital program investments funded largely by the utility’s customers and today’s capital project decisions are the foundation for decades of commitment to funding both the operating and capital costs over decades of service.The AAA process incorporates past utility experiences and lessons learned to provide you with a simple, sound, easily explainable and transparent way to incorporate community values and best meet utility needs as you evaluate and select infrastructure investments. These attributes of AAA may also help utilities looking to meet requirements, such as those outlined in EPA’s Integrated Planning Guidance, which stresses the importance of stakeholder engagement, the evaluation of community impacts, and the evaluation of a broader range of approaches and practices with an emphasis on sustainable solutions.

The AAA process is detailed in the Making the Right Choices for your Utility: Integrating Community Priorities and Triple Bottom Line Criteria into the Decision-Making Process guide, which was revised in 2022 to incorporate experiences and lessons learned during pilot projects. Applications for Emerging Leaders Academy 2023-2024 Now Available!  The Emerging Leaders Academy, a year-long, peer-based program, provides intensive leadership and management training within the context of public works. It encourages professional growth through a strong network of peers and offers an in-depth introduction to APWA at the national, chapter, and branch levels.  The applicants must be professionals who have been working in the field of public works for no more than ten years or have been working for longer than ten years but have been promoted into their first career supervisory role within the past three years. SAFECOM – Nationwide Survey

The Cybersecurity and Infrastructure Security Agency (CISA) and SAFECOM are excited to announce the launch of the SAFECOM Nationwide Survey (SNS)! The SNS provides critical data on federal, state, local, tribal, and territorial emergency communications capabilities and gaps that will be used to improve communications operability, interoperability, and resiliency. The SNS yields a comprehensive statistically reliable dataset on emergency communications that helps leaders at all levels of government and the private sector make data-driven funding, policy, and programmatic decisions impacting emergency communications. All emergency management, fire, emergency medical service, law enforcement, and 911 agencies at all levels of government are encouraged to take the survey. The survey takes approximately 30 minutes to complete and is open through July 21, 2023.If you’d like to learn more about the SNS, CISA is hosting an Implementing the National

Program Summary:

Budgets are the keys to our municipal operations. Budgets set our organizational goals, express our values to our stakeholders and allow our municipal operations to proceed from a financial perspective. Today, there are many hazards and situations needing our attention as leaders in our communities. Current trends making resiliency-focused budgeting difficult include Florida’s ever-increasing populations (and needs/wants coming with these population increases), environmental concerns, health concerns and of course the regular cycles of weather-related emergencies.

The focus of this webinar is on budgetary resilience, which is the practice of planning, collecting, allocating and distributing revenues and programmatic spending in support of long-term sustainability and equity in our municipalities. In essence keeping our communities viable, ever-improving and sustainable. Florida has and continues to encounter effects from many demanding pressures that must be identified, planned for and provided for in our respective budgets. More specifically, these hazards include impacts from hurricanes, sea-level rise, population growth, pandemics, availability of water resources and many others. Our leaders will need to employ strategies such as equitable budgeting, new revenue creation, cost-savings, exploring in-kind opportunities and utilizing partnerships of all kinds while providing value to the communities we manage.
