Emergency exercises help organizations examine what people will actually do—not merely whether a plan exists. Tampa Bay Training provides onsite instruction and scoped support for exercise design, facilitation, evaluation and improvement planning.

Programs are shaped around the client's objectives, participants, plans, hazards and desired deliverables.

Training, Facilitation or Full Exercise Support

An engagement may be structured as:

Exercise-Design Training

Participants learn how to establish objectives, select an exercise approach, develop a scenario, prepare materials and plan evaluation.

Facilitated Planning Workshop

TBT guides the client's planning team through decisions needed for a future exercise.

Exercise Facilitation and Evaluation

TBT may facilitate a discussion-based exercise, support participant briefings, observe performance, conduct a hotwash and assist with an after-action report and improvement plan.

The final proposal identifies which services and deliverables are included.


What Participants Will Produce

Depending on scope, participants may leave with:

  • Agreed exercise objectives
  • A preliminary scenario and exercise structure
  • Draft participant or facilitator materials
  • Evaluation criteria
  • Observed strengths and areas for improvement
  • Corrective actions, owners and target dates

Completion Certificate

Participants who attend and meet the engagement's participation requirements receive a Tampa Bay Training certificate with no expiration date.

The certificate documents participation in the TBT program. It is not a FEMA certificate and does not represent FEMA approval of the exercise.

TBT and the client confirm:

  • Exercise purpose and desired outcomes
  • Participating organizations and roles
  • Plans, procedures and authorities being examined
  • Scenario boundaries and sensitive-information handling
  • Facility, technology and accessibility needs
  • Evaluation and reporting expectations
  • Schedule, deliverables and complete price

Related Consulting

Development or management of a full exercise program, recurring multi-year exercise planning, detailed plan remediation or ongoing improvement-plan tracking may be treated as consulting.

Frequently Asked Questions

Do you provide tabletop exercises?

Yes. A tabletop or other discussion-based exercise may be included when it fits the client's objectives and scope.

Is every engagement HSEEP-compliant?

HSEEP concepts and terminology may be used when appropriate. The required level of documentation and process depends on the client's program, grant or agency requirements and must be defined in the scope.

Does TBT issue a FEMA certificate?

No. Participants receive a Tampa Bay Training certificate.

Is an after-action report included?

Only when it is included in the agreed scope and price.

Can this be delivered online?

No. TBT currently conducts these engagements onsite.
