Tampa Bay Training provides Florida Department of Transportation Temporary Traffic Control training for professionals who flag traffic or plan, install, supervise, inspect, and maintain temporary traffic control in Florida work zones.
Tampa Bay Training is an FDOT-approved Temporary Traffic Control training provider, Provider #213. Five instructor-led courses are available: Flagger, Intermediate, Intermediate Refresher, Advanced, and Advanced Refresher.
The appropriate course depends on the participant's assigned job functions—not simply a job title. Employers, contract requirements, and the agency or owner having jurisdiction may also determine the required certification level.

FDOT refers to the current program as Temporary Traffic Control, or TTC. Many employers and participants continue to use the familiar term Maintenance of Traffic, or MOT. The terms are often used together when searching for training.
FDOT's Temporary Traffic Control Training Program establishes certification requirements for people responsible for work-zone transportation management and temporary traffic control on streets and highways within the State Highway System right-of-way.
The program recognizes three principal levels of job responsibility:
- Flagger: Individuals responsible for flagging traffic
- Intermediate: Individuals who supervise or inspect the installation, removal, or maintenance of temporary traffic control devices, excluding temporary barriers, end treatments, and crash cushions
- Advanced: Individuals who make decisions about specific temporary traffic control requirements or supervise or inspect work that includes temporary barriers, end treatments, and crash cushions
FDOT provides five courses because Intermediate and Advanced certifications each have a refresher course.
Under the FDOT program:
- A current Intermediate or Advanced certification may substitute for Flagger certification.
- A current Advanced certification may substitute for Intermediate certification.
The employer or other responsible organization should still confirm the certification required for the participant's actual duties, contract, and work location.
FDOT TTC training serves employees and professionals whose work affects traffic, road users, or work-zone operations, including:
- Flaggers
- Public works and road-maintenance employees
- Utility construction and maintenance crews
- Crew leaders and field supervisors
- Worksite traffic supervisors
- Construction contractors and subcontractors
- Engineering and consulting personnel
- Inspectors and consultant engineering inspectors
- Temporary traffic control plan designers and reviewers
- Project managers responsible for roadway work
- Employees who install, maintain, inspect, or remove TTC devices
The correct course depends on the decisions and duties assigned to the participant. A broad job title alone may not establish the appropriate certification level.
For individuals responsible for controlling traffic with approved hand-signaling devices in a temporary traffic control zone.
- Required instruction: Half-day course; Tampa Bay Training schedules approximately 4 hours
- Assessment: Nine-question knowledge assessment and six-part skills assessment
- Skills: STOP/SLOW paddle and emergency-flag procedures
- Prerequisite: None
- TBT delivery: Onsite
- Renewal: Complete the applicable Flagger course and assessments again before expiration
For individuals who supervise the installation, removal, or field maintenance of temporary traffic control devices, or inspect their placement or operation, when the work excludes temporary barriers, end treatments, and crash cushions.

- Assessment: 50-question written examination and two workshop exercises
- Passing score 70% or higher, plus successful completion of required exercises
- Prerequisite: None
- TBT delivery: Live online or onsite
- Certification period: Four years

- Assessment: 50-question written examination and applicable class exercises
- Passing score: 70% or higher, plus successful completion of required exercises

- TBT delivery: Live online or onsite
- Renewal period: Four years after successful completion and processing
If the Intermediate certification expires before the participant successfully completes the refresher, the participant must take the full Intermediate course.

For individuals responsible for making decisions about specific TTC requirements, developing or designing temporary traffic control plans, or supervising or inspecting operations that include temporary barriers, end treatments, and crash cushions.

- Assessment: 60-question written examination and three workshop exercises
- Passing score: 70% or higher, plus successful completion of required exercises
- Prerequisite: None
- TBT delivery: Live online or onsite

- Assessment: 60-question written examination and applicable class exercises

- TBT delivery: Live online or onsite
- Renewal period: Four years after successful completion and processing
If the Advanced certification expires before the participant successfully completes the refresher, the participant must take the full Advanced course.

A failing grade on an Intermediate, Advanced, or refresher examination requires the participant to retake the same course before retesting.
Participants must attend the complete course and satisfy all applicable participation, workshop, skills, and examination requirements.
Late arrival, early departure, or failure to complete required activities may prevent a participant from taking the examination or earning certification.
Participants should provide:
- Valid state-issued or federal-issued photo identification
- An accurate legal name
- A working individual email address
- The identification information required for FDOT TTC records
- A physical copy of the current certification when registering for a refresher
Contact Cindy before class if a driver's license, identification number, name, or other TTC record has changed.
Intermediate and Advanced refresher participants must hold the corresponding current certification. There is no general grace period after expiration.
The TTC Administrator recommends registering for refresher training at least 30 days before the certification expires. If the certification expires, the participant generally must complete the applicable full course and examination.
FDOT TTC certification written examinations are administered in English. Oral administration of a written examination is not permitted. The Flagger skills assessment remains a performance-based component.
Participants must follow all examination-security and proctor instructions. Examination questions may not be copied, photographed, recorded, or shared.
Anyone who needs a disability-related accommodation to attend class or take an examination should contact Tampa Bay Training as early as possible and describe the requested accommodation.
Tampa Bay Training will coordinate the request while preserving FDOT attendance, examination, skills, identity-verification, and certification requirements.
The TTC Administrator—not Tampa Bay Training—grades the Intermediate, Advanced, and refresher examinations and issues the official results and certification records.
Processing and posting may take approximately two to four weeks after the examination. Tampa Bay Training cannot guarantee an exact posting date.

- View results after they are processed
- Access certification information
- Verify a certification
- Review program notices
Participants are responsible for monitoring their expiration date, retaining their records, and providing a copy of the certificate to their employer when required.
FDOT TTC certifications are valid for four years. Intermediate and Advanced certificate holders must successfully complete the corresponding refresher before expiration to remain eligible for refresher renewal.
Do not wait until the final weeks to register. Course availability, processing time, and examination results can affect the participant's ability to renew before expiration.

Best for organizations that want a dedicated instructor, greater scheduling flexibility, or training arranged specifically for their workforce.
Private FDOT TTC classes have:
- A seven-participant billing minimum
- A standard maximum of 20 participants
- Course-specific per-person pricing
- Live-online or onsite delivery, depending on the course
- Applicable travel charges for onsite classes
If fewer than seven people attend, the client is billed for seven. Cindy confirms the delivery format, instructor availability, schedule, per-person price, travel, participant requirements, and complete written quote.

Tampa Bay Training does not offer self-paced FDOT TTC certification courses. The five courses on this page require approved instructor-led training and the applicable assessment or examination.
Tampa Bay Training is FDOT TTC Provider #213 and is actively listed by the TTC Administrator as a provider of FDOT TTC courses.
Tampa Bay Training does not shorten required instruction or issue certifications to participants who have not satisfied the applicable attendance, participation, workshop, skills, and examination requirements.
Individuals and small groups can use scheduled open-enrollment classes. Organizations can request a dedicated private class, subject to course format, instructor availability, and travel.
Cindy helps with course selection, registration, invoices, refresher-document questions, live-online instructions, accommodations, private scheduling, and certificate-related follow-up.
Instruction connects current course requirements with the operational responsibilities of Florida public works, utilities, engineering, construction, maintenance, and inspection personnel.
Continuing education units (CEUs) or professional development hours (PDHs) may be available for eligible FDOT TTC classes. They are not automatically issued with the TTC certificate.

Participants are responsible for submitting and retaining their certificates for credit and audit purposes. Acceptance is not guaranteed by Tampa Bay Training. Participants should confirm requirements with the applicable employer, licensing board, regulator, or other authority.
