FEMA makes Independent Study courses available online at no charge. Tampa Bay Training's paid programs provide a different experience: an instructor helps participants understand the material, apply it to Florida and local-government operations, prepare for the examinations and work through the account and testing process onsite.
The FEMA-related programs have two clearly separated components:
Tampa Bay Training is not FEMA, does not issue FEMA certificates and does not imply FEMA endorsement.
This eight-hour package focuses on the Incident Command System. It combines review and facilitated examination support for:
Participants examine ICS structure, management characteristics, command and staff functions, delegation of authority, objectives, briefings, transfer of command and the use of ICS during incidents and planned events.
This eight-hour package focuses on policy and coordination. It combines review and facilitated examination support for:
Participants examine NIMS concepts and components, resource management, Emergency Operations Centers, communications, coordinating structures, response roles, core capabilities and community lifelines.
This four-hour program uses IS-908, Emergency Management for Senior Officials, as its FEMA foundation. TBT adds Florida and local-government discussion for elected officials, appointed officials, city and county managers, department directors and other senior decision-makers.
Participants complete the FEMA IS-908 examination and receive a separate TBT certificate for the facilitated instruction and local application.
Continuity training helps an organization prepare to sustain essential functions during disruption and restore normal operations afterward. The agenda may address essential functions, succession, delegations, alternate facilities, continuity communications, vital records, staffing, dependencies and reconstitution.
The duration and price are quoted based on the organization's needs.

Exercises allow organizations to examine plans, responsibilities and coordination before a real emergency. TBT can provide training and scoped support involving objectives, scenarios, participant materials, facilitation, evaluation, hotwashes, after-action reporting and improvement planning.
HSEEP concepts and terminology may be used when appropriate. The final scope and price depend on the exercise and deliverables.
This four-hour employee-awareness course addresses preparation, recognition, response and recovery considerations for an active shooter or active threat. It is not tactical law-enforcement or weapons training.
Participants must attend, meet participation requirements and pass a multiple-choice written examination. Successful participants receive a J. J. Keller certificate with no expiration date.

This program helps public works and utility teams examine their roles before, during and after hurricanes and other disasters. Topics may include activation, employee accountability, resource requests, Emergency Operations Center coordination, mutual aid, debris operations, infrastructure restoration, contractor coordination, documentation and recovery.
The agenda, duration and price are quoted based on the client's hazards, plans and responsibilities.

Private training allows an organization to bring the right employees, leaders and partners together around its own operating environment.
Every private program has a seven-participant billing minimum and a maximum of 20 participants. If fewer than seven people attend, the organization is billed for seven.
All programs are instructor-led and conducted onsite. Travel or unusual facility requirements may affect the final quote.
Fixed-curriculum programs may be offered as public onsite classes for individuals and smaller groups. Scope-based programs are private organizational engagements.

Participants in a FEMA exam-preparation program should create or retrieve their FEMA SID and establish or confirm their Login.gov account before class whenever possible.
Each participant:
Tampa Bay Training provides guidance but does not collect or retain passwords, recovery codes, security answers or multifactor-authentication codes.
Participants should use their own suitable computer or a client-provided computer lab when available. TBT can provide up to five backup computers. If a larger group relies on TBT computers, testing rotations may extend the schedule and must be coordinated in advance.
FEMA controls its examinations, scoring, student portal, records and certificate systems. TBT cannot guarantee uninterrupted availability of FEMA systems.
FEMA Independent Study certificates are issued by FEMA after successful completion of the applicable online examination. TBT provides a separate certificate for its facilitated instruction and Florida-specific content.
TBT and J. J. Keller certificates in this course line do not expire. An employer, jurisdiction, grant program, contract or organizational policy may establish its own retraining or recent-training requirement.
Tampa Bay Training can also assist with plan review, continuity planning, tabletop exercises, exercise facilitation, evaluation, after-action reporting, improvement planning, hurricane-season workshops, senior-official briefings and preparedness assessments.

No. FEMA issues its Independent Study certificates after the participant successfully completes the applicable FEMA examination. TBT issues a separate certificate for TBT's instructor-led review, Florida content and practical application.
Yes. FEMA provides its Independent Study materials online at no charge. TBT charges for instructor-led explanation, Florida and local-government application, test preparation, account support, onsite testing assistance and the separate TBT learning experience.
No. Each student signs in with personal credentials, answers the questions and submits the examination. TBT can explain the process and provide technical guidance but cannot take the examination for a participant.
No. Tampa Bay Training currently offers these programs as instructor-led onsite training.
Not currently. Tampa Bay Training will not advertise those courses until the appropriate delivery arrangements are in place.
