Senior officials do not need to perform every operational task, but they must understand their authorities, responsibilities, emergency-management team, critical decisions and role in supporting coordinated incident management.
This four-hour program uses FEMA IS-908, Emergency Management for Senior Officials, as its foundation and adds practical Florida and local-government application.

The program creates time for discussion of actual local-government roles and decision points rather than treating the FEMA material as an isolated online requirement.
Participants review IS-908 content and submit the FEMA online examination using their own FEMA SID and Login.gov credentials. FEMA scores the examination and issues the IS-908 certificate to successful participants.
TBT adds instructor facilitation, Florida and local-government examples, practical discussion, account and examination assistance, and a separate TBT certificate.
TBT does not issue the FEMA certificate or imply FEMA endorsement.
Participants should create or confirm their FEMA SID and Login.gov accounts before class. Each participant must personally sign in, answer and submit the FEMA examination.
The client should provide a computer lab or allow participant computers when possible. TBT can provide up to five backup computers. Testing rotations may extend the schedule for larger groups that rely on TBT equipment.
Participants control their own passwords, multifactor codes and personal information. TBT does not collect or retain those credentials.
Private classes allow a leadership team to discuss its own structure, relationships and priorities. They have a seven-participant billing minimum and a maximum of 20.
Public onsite opportunities may be scheduled for individual elected, appointed and senior officials.
Organizations may also request separately scoped senior-official briefings, plan reviews, continuity discussions, tabletop exercises, hurricane-season workshops and leadership coaching.

FEMA issues the IS-908 certificate after a participant successfully completes the online FEMA examination. TBT provides a separate certificate for its facilitated instruction and Florida-specific application.

The fixed course retains the IS-908 foundation, but discussion and TBT examples can reflect the client's structure and operating environment. Deeper organizational work is scoped separately.
